There are a few things it could be.
A) You might have to send mail, then recieve it
B) You might have to set your configuration to use SSL
C) Uncheck or check “Log on Using Secure Password Authentication” from your account properties.
(I would guess C uncheck offhand, But I do not know how you have your outgoing mail set up)

My outlook express email really acts strange recently. When I email a photo attachment it sends them over and over, plus I have to delete it from the outbox in order to stop sending. Then it never appears in the sent box as being sent. I have tested this and I have established that they were sent. During this process the error box comes up on my email sending email window. What is happening?????

I would suggest going to the microsoft.com website and re-downloading Outlook Express or switching to Mozilla Thunderbird (http://www.mozilla.com) . I actually prefer Thunderbird over Outlook and Outlook Express.

I found that 0×800CCC0B code also comes up
when a message in the Outbox has an ill-formed destination e-mail address, or if the e-mail address simply does not exist.
I found that many times, SMTP servers get told immediately that the address does not exist and this generates this error. For example, the
correct destination address is joe@emailserver.com and the address that was put in the destination field is joe@emialserver.com, error 0×800CCC0B
comes up during the send and this blocks the sending of any other message
waiting in the outbox.

I recently programmed ISP into my outlook express to retrieve mail. However, it comes up with error closed connection 800CCC0F. I can’t find out how to fix the problem. I have called my internet server 3 times & still the problem exists.

Well, I think you should always have up to date email backups. I used to do it manually by saving the .dbx files, until I found Outlook Express Backup Genie that does it automatically at regular times.
I choused it over other because it can work with both MS Outlook and Outlook Express
